A letter comes to Keshkesh Bey, the mayor of Kafr El-Ballas, carrying an invitation to participate in a major horse competition. Keshkesh Bey is overwhelmed with joy and prepares his horses for the competition. His neighbor investigates the news and learns about the competition, so he decides to prevent his neighbor from participating.
