He studied directing at the Deutsche Hochschule für Filmkunst in Potsdam-Babelsberg from 1961 to 1964. Simon's directorial debut was the short children's film Peterle und die Weihnachtsgans Auguste, based on a story by Friedrich Wolf. His notable works include Till Eulenspiegel (1975), a film based on Renaissance stories, and The Woman and the Stranger (1985), which won the Golden Bear at the 35th Berlin International Film Festival.
